In a large bowl, stir together the flour, cocoa powder, espresso powder, and salt until smooth; set aside
In a small bowl, stir together the melted butter, sugar, brown sugar, milk, and vanilla extract.
Pour the butter mixture into the flour mixture.
Stir until completely combined.
Fold in chocolate chips.

Notes
Heat-treating flour is recommended before consuming it raw, to kill any bacteria that may be present. To heat-treat your flour, simply spread flour on a baking sheet and bake at 350°F for 5 minutes.
